Rich fruits of corruption in Goa at Pernem RTO office



Bhahujan Mukti Party strongly condemns corruption at Goa Government’s Transport Ministry and calls for the resignation of Transport minister Sudin Dhavlikar.



It has come to light that private agent and Road Transport Officer (RTO) at Pernem office are combining well to form a nexus of corruption. RTO at Pernem office refuses to clear files without paying Rs.1000/- to a private agent. The modus operandi adopted is as follows.



The Transport department has kept the knowledge of the formalities to transfer permit from old rent-a-bike to the new rent-a-bike with the private agent and refuses to divulge it to any member of public. It is not displayed on any notice board of the RTO office in Pernem. Citizens are directed by the RTO officer to visit Private agent. Private agent then charges (extorts) Rs.1000/- per bike as his consultation fees without receipt.



It may be noted that road tax imposed for a rent-a-bike is Rs.1000/- per year while the road tax for a five seater Maruti van taxi is Rs.500/- per year. This is already day light robbery of rent-a-bike owners and in addition RTO is compelling citizens to pay for private agent. RTO refuses to clear the file till private agent is paid. The nexus is so open, transparent and direct.



This nexus can be broken simply by making public the process involved in transfer of permit from old rent-a-bike to new rent-a-bike.



Yet it is important to probe as to why these corrupt practices are resorted to by the inspector. It is well known that post of a RTO needs the bribe of Rs.25 lakhs and above. One possibility is that the RTO in Pernem has paid this bribe to get the job and has employed private agent to recover this amount from the public in the above manner. The other possibility is that he has been given monthly target to accumulate fixed amount per month through bribes to be paid to the Transport Minister or to the Chief Minister or both; for which reason the Pernem RTO is engaged in this kind of organized corruption with full support of the government that promised zero tolerance to corruption on the day of its inception.



The road permit of the two wheelers bikes engaged in rent-a-bike model after the period of expiry of the permit which is roughly seven years. The owner of the bike is then made to pay the road tax afresh for this period in order to get the bike privately registered which can be actually adjusted from the previous rent-a-bike taxes paid. This policy is followed for taxi cars too. This is how common people are being subjected to loot by the current government in power.



There is no value for the bike owners but agents are seen in esteemed manner by the Pernem RTO. In fact agents are not supposed to be even seen in the premises. Agents are not paying any taxes to the government on their activities but the rent-a-bike owners are paying taxes to the government. Agents are only nuisance promoted by Pernem RTO with blessings of ruling government.



This taxation policy is against common people operating small time rent-a-bike business most of whom are common people – the mulnivasis Bhahujan Samaj.



It is not sure as to why this policy is resorted to by the State government but reasons are not very remote to guess. The loot is resorted to legally as well as illegally. The Bamon Raj administration has yielded rich fruits of corruption and it is there for every one to see at Pernem RTO office.



Names of the corrupt RTO officer in Pernem and the concerned extorting Agent will be declared to the investigating agency whenever needed.

Goa Chief Minister must resign with immediate effect for failure to curb curruption in education department



Bhahujan Mukti Party (BMP) advises Goa Chief Minister Manohar Parrikar to resign from his post as Chief Minister and Education Minister. Ministry of education has failed to stop corruption in the Ambedkar School, Mapusa even after it was brought to the notice of the director of education with complaints on affidavit detailing corruption of Rupees eighteen lakhs. 

The High Court of Bombay at Panaji-Goa has passed the orders on 12/08/2013 that the Director of Education shall investigate the bribery charges in Dr. Ambedkar  English High School, Mapusa Goa. The Bahujan Mukti Party welcomes the Court’s orders for stopping the corruption in the said school.

The two teachers of the said school namely Mr. Anant Kaushal and Mrs. Milan Nare had filed Writ Petitions no. 308/2013 and 310/ 2013 in the High Court of Bombay at Panaji- Goa regarding demand of Rs. 9 lakhs each for confirmation of their services in the said school by the Manager of the School Mr. N.G. Akhargekar and former Manager Mr. Vivek Pawar currently attached to Sports Ministry, Goa Government.

Mr. Anant Kaushal was forced by the manager Mr. Akhargekar  to give Rs. 1, 80, 000/-(Rupees One lakh eighty thousand) and Mrs. Milan Nare was forced to give Rs. 1, 65,000/-(Rupees One lakh sixty five thousands) from their salary for the construction of new school building at Kuchelim Bardez. The manager has also not paid their salary for Eleven months. The said teachers are senior teachers in this newly opened school working from the last five years. Mr. Kaushal has also worked as ‘In-charge’ Headmaster of the School for two years helping the school in its crucial initial stages of development.
As the two teachers stand against corruption they opposed the demanded hefty bribe for confirmation of their services for which they have been harassed by the manager of the school. In order to get justice in the matter the said teachers filed complaints along with affidavits before the Director of Education on 28th February 2013 but there was inaction on their complaints from the Director of Education due to political pressure. Hence they filed Writ Petitions in The High Court of Bombay at Panaji-Goa.

After hearing both the parties, The High Court of Bombay at Goa before disposing the two petitions passed the Orders on 12/8/13 stating that the Director of Education shall conduct an inquiry regarding the petitioners’ complaints after government advocate suggested to do so. But the Director of Education violated the Orders passed by the Hon’rable High Court and began inquiry of termination of services of the two teachers.   

What is shocking is that the Goa Government instead of acting tough on corruption in line with its declared policy of zero tolerance to corruption has resorted to 100% promotion of corruption in education department. This is amplified by the initiative of the education department to terminate the two teachers’ services namely Mr. Anant Kaushal and Mrs. Milan Nare who blew whistle on corruption.

Bhahujan Mukti Party is completely opposed to the policy of education department to cover up corruption at Ambedkar School, Mapusa by ignoring to initiate lawful inquiry as directed by the High Court at Ambedkar School, Mapusa. Letters of the two teachers detailing the modus operandi of the corruption filed with the education department on 28th February 2013 must be investigated and action be taken against those responsible for perpetuating the corrupt practices. 

Bhahujan Mukti Party is also opposed to the steps of termination initiated against Mr. Anant Kaushal and Mrs. Milan Nare by the Education Department based on the proposal from the school management on 24th April 2013; over seven weeks after the corruption in the school was complained in affidavit form by the two teachers on 28th February 2013. Bhahujan Mukti Party believes that Education Department is also stakeholder in the corruption at Ambedkar School, Mapusa for which reason it is protecting the School management by refraining from acting against ongoing corruption.

The nefarious nexus between education department and the management of the Ambedkar School, Mapusa needs dismantling on priority basis. It is strange that IIT educated Chief Minister Parrikar who vexes eloquent against corruption is proving to be mega flop in cleaning up this nexus. BMP wonders whether he or his BJP party is also shares the pie in the corruption cream at Ambedkar School, Mapusa for which reason corrupt practices are allowed to be flourished.

It is public knowledge that the Goa Chief Minister Parrikar has taken no steps to recover 35,000 crore rupees siphoned off by mining companies after studied disclosure by Shah Commission report tabled in the Indian Parliament. What is shocking is that even the small amount of corruption of 18 lakhs at Ambedkar School, Mapusa has been allowed to be flourished even after bringing it to the notice of the Education ministry that too in affidavit form, and instead complaining teachers has been put under pressure by serving notice of termination of their services. 

Goa Chief Minister Manohar Parrikar must resign with immediate effect.

Arrest those responsible for filling of low lying agricultural fields in Ambelim

Bhahujan Mukti Party is of the considered opinion that those responsible for the filling up of low lying agricultural fields at Goenchem Bhat, Ambelim, Salcete must be booked and arrested immediately. This village of Ambelim that comes under Velim Constituency is witnessing this crime being perpetuated openly under the watchful eye of the Goa Chief Minister Manohar Parrikar who is supporting the Velim MLA Benjamin Silva.

The land filling is going on approximately at the survey number 49 of the Ambelim village.

The shocking incident is going on during this Saturday-Sunday period when government offices remain close.

From zero tolerance to corrution to 100 % promotion of corruption: Goa CM Manohar Parrikar's latest boost to corruption in Goa's Education Department.

Bhahujan Mukti Party strongly condemns Goa's education minister for his failure to comply with the assurance given to the Goa bench of Bombay High Court on instituting an inquiry in the corruption in Ambedkar School, Mapusa. Goa Government has assured High Court on this on 12th August 2013 in writ petitions 308 and 310 of 2013. 

What is shocking is that the government instead of acting tough on corruption in line with its policy of zero tolerance to corruption has resorted to 100% promotion of corruption in education department. This is amplified by the initiative of the education department to terminate the two teachers Anant Kaushal and Milan Nare that blew whistle on corruption in Mapusa based Ambedkar School.

It is however not known as to what percentage of bribes collected from employees at Ambedkar School, Mapusa are shared with the Education department.

Goa governemtn to investigate bribary charges in Ambedkar School, Mapusa

Goa government submitted to Goa bench of Bombay High Court that it would investigate the ongoing corruption at Ambedkar School, Mapusa. Advocate General A.N.S.Nadkarni is qouted in the judgement in writ petitions 308 of 2013 and 310 of 2013 delivered on 12th August 2013. Parah 3 of the judgement states "Learned Advocate General appearing on behalf of the Education Department (respondent no.1) and Chief Secretary (respondent no.2) state that Respondent no 1 shall conduct inquiry into the petitioner's complaint dated 28/2/2013 and 28/3/2013 in accordance with the Goa School Education Act 1984 and the rules framed thereunder."

Milan Nare's affidavit complaining demands for Rs. 9 lakh bribe by the Management of Ambedkar School, Mapusa



AFFIDAVIT  
I, the undersigned Mrs. Milan A. Nare, wife of Mr. Anant V. Kaushal,  29 years, married, service, Indian National, resident of
H. No. 16/2 Nagve Valpoi Sattari-Goa, do hereby solemnly state on oath as under:-

1.     I, say that I have completed the B.A. degree with English-Economics subjects from Govt. College of Arts, Science and Commerce, Sankhalim-Goa, with the First Class (62%) in the academic year 2005 and B.Ed. from Nirmala Institute of Education, Panaji-Goa, with the First Class (65%) in the academic year 2006-07. I have also completed the M. A. part-I from the Goa University with the second class. And then the M.A part-I and II from the Shivaji University, Kolhapur with pass class.
2.     I have teaching experience of four years. I have taught in H.B.D Govt. High School, Thane-Sattari Goa from 4TH June 2007 to 20th April 2009.
3.     I state that I have been teaching in Dr. Ambedkar English High School Dhuler/ Cuchelim from 08/o6/2009 till date.
4.     I say that presently I am working as trained undergraduate teacher on probation basis and the Manager Mr. N.G. Akhargekar is intends to terminate my service and is demanding an amount of Rupees 9,00,000/- ( Rupees nine lakh only) for confirming my service/post in the said school. I say that this is my Second Year of probation but till date the manager Mr. N.G. Akhargekar has not maintained my service book instead insisting me to buy a service book  and give it to the school.

5.     I state that Mr. Vivek Pawar, Ex- Manager of Dr. Ambedkar English High School, Cuchelim called me in the school through Mr. Anant V. Kaushal and Mr. Vivek and Mr. N.G. Akhargekar requested me to join their newly opened school at Shetyewado Dhuler- Mapusa as English teacher. They told me that the school was started for poor-migrant students who are weak in English subject. Hence they were in need of a good trained English teacher. And the manager assured me to give the permanent post within 15 days.
6.     I further state that as per their request, trusting them I joined Dr.  Ambedkar English High School on 08/06/2009.
7.     I further state that the management had not informed me anything about the monetary contribution that I had to give to the management while requesting me to join in Dr. Ambedkar English High School at Shetyewado Dhuler.

8.     I state that on 13/03/2010 Mr. N.G. Akhargekar asked me to give Rupees 20,000/-(Rupees twenty thousand only) for repairing and renovating of a room for opening of class VII at Shetyewado-Duler which is his residence. At this I told him I didn’t have so much money to be given. He said that I should give him at least some refundable amount else he would have to close the school and urged me to get the amount. So I handed Rs. 15,000/- ( Rupees fifteen thousands only) to him on 15th March 2010 at 1.30 pm.
9.     I state that in March 2011 then the Chairman and the present Manager Mr. N. G. Akhargekar told me that ‘you are a senior teacher, you need to run the school and hence you have to give 80% of your salary as contribution for the construction of school building at Kuchelim and took Rs. 30,000/- (Rupees thirty thousand only) from my salary. The said amount was taken by then the Manager Mr. Vivek Pawar on 23/03/2011 at 9.30 a.m. And the present Manager Mr. N.G. Akhargekar took Rupees 1, 20, 000/- (One lakh twenty thousands) from my salary on 25/04/2011 at 1.45 pm for the construction of school building at Kuchelim.

10.                        I further state that the Manager Mr. N. G. Akhargekar has not     
          paid me for 11 months i.e. from
  08/06/2009 till 12/11/2009  = 05 months
  06/06/2010 till 17/08/ 2010 = 2.5 months
  07/06/2011 till 22/09/2011 = 3.5 months.

11.I further say that when the school building was ready in June 2011 and the school got the N.O.C. to fill the permanent posts, Mr. N. G. Akhargekar called a staff meeting on 18/06/2011 at 10.35 am in the new school building at Cuchelim  and demanded Rs. 6,00,000/-(Rupees Six lakhs only) from me for giving permanent appointment. He asked me to deposit Rupees 6,00, 000/- ( Rupees Six lakh only) either in the society’s account or to hand over to him within four to eight days. He also told that, he would appoint somebody for the permanent post who would give the demanded amount first.  I told him that I din’t have money as he had not given me permanent post as he had assured and won’t be able to give such a big amount. Then Mr. N.G. Akhargekar tried to deceive me by not advertising my subject i.e. English on the advertisement published on The Navhind Times dated 01/07/2011. So that I won’t be left with the scope to apply for the post at all.

12. I say that I along with my colleague Mr. Anant V. Kaushal and Miss Amita A. Jadhav (then Marathi teacher),  brought this fact/injustice to the notice of a Scheduled Caste NGO-‘YUGNAYAK’ on 05/ 07/2011 and also to orally informed the Education Department on 06/08/2011. When the dept. intervened, and YUGNAYAK, parents and Students agitated on 06 & 07 July 2011, condemning injustice meted out to me, the ex-Chairman Mr. N. G. Akhargekar, gave written assurance for regular appointment to me vide letter No. DAEHS/Anant-K & Milan N./Assu. reg. appoint/2011-12/241 dated 07/07/2011. (Copy of the same is attached for your perusal use.)
13. Then the regular posts were advertised for the second time on daily ‘Gomantak’ (Marathi Newspaper) on 03/08/2011. As per this advertisement interview was conducted on 11/08/2011 in the presence of Dy. Education Officer, North Education Zone Mapusa-Goa. After that the chairman again demanded Rs. 4, 00, 000/-( Rupees four Lakh only) for giving appointment order. Then I approached the Education Department and as per the Education officer’s instruction the Chairman issued me the appointment order on 19/09/2011.The conditions stated in the appointment orders are self explanatory. Some conditions are undemocratic and unconstitutional.

14. I say that while selecting for the post and maintaining seniority I am kept second in the selection of merit list although I worked for two years in the same school. Mrs. Sahirabanu Jamadar has completed the B. Ed course through correspondence and was new in the school and she was also over age (42 years old) for securing employment at the time appointment but she is ranked first in the merit of seniority.  This is injustice done towards me.

15. I further state that, I gave appointment acceptance letter on   23/09/2011. Then onward till date the Ex-Chairman and the Present  Manager Mr. N.G. Akhargekar has been giving memos alleging and harassing me and says if at all I don’t  want memos  then  I will have to pay an amount of Rs. 9, 00, 000/- ( Rupees Nine Lakh only).
16. I state that, the said Manager Mr. N.G. Akhargekar also interferes in my day-to-day duties. He also threatens students asking them not to converse with me.

17. I state that as he repeatedly and orally demands Rs. 9, 00,000/-(Rupees Nine lakhs only) from me now and then; he disturbs me and hinders in my duties.

18.  I further state that the Manager has also warned the clerk not to receive any correspondence from me.

19. I say that the manager N.G. Akhargekar is purposefully trying to defame me and degrade my image in the eye of the parents and the society with the motive of getting (Rupees 9, 00,000/-Rupees Nine Lakh only) bribe.


20. I say that the management of the school consist of a family and close relatives dominating the school and trying to play with life of others for monetary gains. The management consist of Mr. N. G. Akhargekar, Manager, Mrs. Rajeshree Pawar, Chairman, (Daughter of Mr. Akhargekar)  Mr. Vivek Pawar, Ex- Manager and present member ( Son in law of Mr. Akhargekar) Mrs. Bharati Akhargekar, membe( Wife of Mr. Akhargekar )



21. I state that throughout my educational life i.e. from the primary level till B.Ed. I have been the best student and even today I am sincere to my duty and towards my life having good moral character.

22.I say that I am enclosing copies of advertisements, assurance, appointment letter, office note, memos and replies.

23. Whatever I have stated in this Affidavit is true and correct to the best of my knowledge and belief. . I humbly request the honourable Director to look into the matter and give me justice as early as possible.

 23. I have executed this Affidavit to be produced before the   
     Honourable Director of Education, Directorate of Education,  
    Porvorim- Goa, for getting justice.
