Indian Supreme Court rewards Goa Iron Ore looters!

Bhahujan Mukti Party is deeply outraged at the Supreme Court Judgement of April 21, 2014 allowing iron ore mining without prosecuting those responsible for the loot of the minerals. Shah Commission report submitted the Parliament of India 19 months ago has completely exposed the loot of minerals in Goa for the past two decades and named persons responsible.

Supreme Court Judgement admits that iron ore export from the year 2007 onwards has been totally illegal. Yet the Judgement does not call for booking and prosecution of those who robbed Goa's iron ore during this period of time. Instead it allows them 20 million tonnes of ore to be exported annually. Supreme Court of India instead of punishing the robbers has instead choose to reward them. This is not a justice by any standard. Supreme Court has joined the party of the looters of Goa and its judgement is highly deplorable.

At least to the minimum Supreme Court should have directed that all those responsible for the loot since 2007 when the mining leases expired should have been sent to jail. This includes All the mining companies operating mines with no mining leases, All the responsible officials from Indian Bureau of Mines, Regional office of Ministry of Environment and Forest (MoEF), Pollution Control Board of Goa State, Forest department, Forest Ministers, Mines Ministers, Chief Ministers, Central Environment Ministers etc.

Bhahujan Mukti Party holds that not a single kilo of Ore from Goa be lifted, Shipped, dug and exported till all those responsible are booked and prosecution proceeded. Only then any talk of starting of mining of Goa under strict monitoring can be entertained. Present government is totally incompetent to tackle illegal mining. Though Sand mining in Goa's rivers is illegal it is allowed with collaboration of ministers in Goa. We can only imagine what is going to be the fate of iron ore mines in this situation.

Besides most of the political parties in Goa are funded by mining companies who looted Goa for past many decades and are opposing Political Parties to come under the purview of RTI Act for fear of getting exposed completely. Currently Goa Government is supervising corruption with regard to Sand mining all over Goa.

Threat of physical attack on BMP South Goa candidate Cliffton de Souza

According to the information flowing in there is likely to be physical attack on Cliffton de Souza, a Bahujan Mukti Party candidate for South Goa Lok Sabha Election that has just concluded. This attack like his earlier one on 3rd February 2013 is too planned with active conivance of the Goa Chief Minister Manohar Parrikar. Cliffton had refused to support BJP, Congress as well as Aam Aadmi Party as they function under Bamani control.

Cliffton is known voice against Chief Minister of Goa on failure curb corruption in education department. Cliffton has been targeted on number of occasions and filed with criminal cases for the purpose of intimidation.

Press note from Cliffton de Souza on Lok Sabha Elections

From centuries, Mulnivasi Bahujan Samaj has been kept enslaved by certain class of people. Even today these people have kept the Mulnivasi Bahujan Samaj in slavery by implementing the bi-polar parliamentary system, which is a conspiracy of mutual understanding (of Congress and BJP). Mulnivasi Bahujan Samaj is still asking them their due rights. Dr. Babasaheb Ambedkar got voting rights in the expectation that the majority common men (Bahujan Samaj) will become governing class by using its power. But unfortunately the majority common men are using this right to make the certain minority people its governing class. Even after 68 years of Independence, Mulnivasi Bahujan Samaj did not get its entitlements and rights. That’s why; Bahujan Mukti Party (BMP) has decided to take the plunge in politics with COT (Khhat) as its election symbol to make sure Mulnivasi Bahujan Samaj get its entitlements and rights. It plans to create awareness amongst Mulnivasi Bahujan Samaj and appeal to them to become ruling class. Once Bahujan Mukti Party comes to power, it plans to implement following promises:

1.      Implementation of the fifth schedule in the tribal areas of Goa
2.      To recover capital of Rs. 35,000 Crores from mining companies and to nationalize mining with restrictions
3.      Elimination of Aadhaar Card (UID)
4.      Suitable Amendment of the Citizenship Act of 1955 (Govt. of India) to give relief to Goans in the Portuguese Citizenship issue
5.      To get the Indian Parliament carry out an amendment to Article 371 of the Constitution of India granting Special Status to Goa with special provisions to protect our language, culture and ethos as well as to control ownership and transfer of land and to stop the exploitation of our resources and to preserve our natural and architectural heritage
6.      Special incentives for Goans to have big families as the population of Goans is declining rapidly
7.      To protect original agricultural practices and ban genetically modified organism (GMO)
8.      To support Konkani in Roman script and Marathi (as Marathi is already an alternate language).
9.      To recover and surrender the Seamen’s Provident Fund from the broker’s worth of Rs. 100 Crores
10.  To promote census of OBC‘s on the basis of caste (caste based census) & provision for proportionate reservation of Bahujan Samaj, S.C, S.T, O.B.C and minorities i.e. Christians, Muslims, Buddhists, etc.
11.  DABOLIM Airport belongs to civilians and not to Indian Navy and adequate provisions can be made for Navy to shift to Seabird, Karnataka and Dabolim can be declared a civilian airport. Naval airport poses danger in times of war.
12.  To encourage agriculture & bring Khazan land under compulsory cultivation. No acquisition of agricultural land for purposes other than agriculture
13.  To eliminate Casino culture.
14.  Provisions of financial aid for unemployed youth, who are registered in the State Employment Registration Office.
15.  Provisions to build cemeteries, crematoriums and kabrastans, as per the requirement of the people.
16.  Establishment of good non-polluting industries and ensure employment to Goans. Stop SEZs
17.  To ensure Central Government support for tackling garbage
18.  To provide food, shelter & clothing to the under-privileged    
19.  Proper alignments of National & State Highways without displacement of local people
20.  Amendment of the Right To Education Act to ensure we produce educated human beings not robots  
                        
Cliffton De Souza who is the South Goa Candidate for BMP stated that this party was launched recently in September 2013; hence it will take time for people to know and understand the aims and objectives of this party. This party was launched as we realized that somehow all political parties in India are headed by the same class of people who consider themselves as superior to the rest of us, be it Congress or BJP or TMC or CPI and even the recently launched Aam Admi Party. It is like “the same old wine in a new bottle”. Almost all these parties are financed by the same corporate houses. The result is that once they come to power they are helpless and reduced to puppets of the rich.

Keeping this in mind BMP was launched to create the difference. Every member is careful scrutinized before being admitted. BMP is not in a hurry to come to power as we believe in creating a solid base where the corrupt and the opportunist cannot break into. Corruption is an effect not a cause, and we have identified the cause and are taking remedial actions to eliminate corruption, like they say – Prevention is better than cure.

Therefore we request the common men and women of South Goa, to think of the future of Goa and the nation at large and vote wisely without falling into the trap of false propaganda and monetary inducement.

Election Manifesto

In Goa Bahujan Mukti Party is contesting South Goa Parliamentary Constituency and Cliffton de Souza is our Candidate. You are called to vote for the party and tell others to vote too in various parts of India.  Once Bahujan Mukti Party comes to power, it plans to implement following promises:

1.       Universal, uniform & equal access of education to all that will develop meritocracy in all. For this, there will be schools build by central government in 1 lakh villages within 5 years for primary school, middle school and high school education. In these schools, it will be made mandatory to pass the final examination so that merit is developed in each student.
2.       To give best education to all, training centres will be developed. These will be developed in all states.
3.       75% seats in schools will be reserved for students coming from villages. In this, 50% seats will be reserved for SC/ST/OBC and Minorities. To develop best possible merit in all students, 10% budget will be allocated for Education.
4.       There is not even a single University of India in the top 200 Universities of the World. That is why, top universities will be developed in India. 50% seats in thiswill be reserved for SC/ST/OBC and Minorities.
5.       To get world class education, minimum one lakh students and maximum five lakh students will be sent to top universities of foreign countries every year. This facility will be available to students beginning from 5th standard only. In this, 85% students will be selected from SC/ST/OBC and Minorities.
6.       In India, there are 83 crore people, whose minimum income is INR 20 per day. We can assume by this that there are around 20 crore families who are at the verge of starvation. To make sure these people can live with self-respect, under the scheme of “allowance to live life of Self-respect”, each family will be provided allowance of INR 11,000/- per month.
7.       The funds collected in Religious Temples and Places will be nationalized. Also, the funds collected in Temples will be declared as National Property and used for welfare policies of the people of the country.
8.       Occupational training should be provided to students of SC/ST/OBC and Minorities communities in all government and private schools. There will be a bank loan guaranty provided to meritorious students so that they do not feel short of funds for Admission and Trainings.
9.       To improve the Agriculture sector, there will be provision made to propose Agricultural budget by ministry of Agriculture just like Railway budget.
10.   To stop occurrence of floods every year due to heavy rains, all small and big rivers will be interconnected using dams. Wherever there is shortage of water, water will be provided for harvesting.
11.   The work on interconnection of rivers will be started immediately so that Water can be used for industry efficiently. Water will be put to use for industrialization.
12.   For development of farmers and farming sector in India, the agricultural products produced by farmers will be given more than 25% of market rate. Central government will take guaranty of this. As main occupation of our country is Agriculture, Agriculture will be given more importance for faster growth of farmers.
13.   In different parts of country, different agricultural crops are grown. All these precious crops are used in various industries for various purposes. The ownership rights of these industries which are based on these crops will be given to farmers who produce crops.
Reservations:
14.   There will be 100% reservation provided in all public and private sector companies.
15.   Only one person per family will be allowed to get into public or a private sector job. Rest of the deserving people of the family will be encouraged to start self-employment. For creation of self-employment, loans will be provided at 2% interest. The government will take the responsibility of providing these loans.
16.   In all states and Union Territories of India, the educated unemployed youth will be provided unemployment allowances of INR 5000 per month for post graduates, INR 3000/- per month for graduates, INR 2500/- per month for intermediate (10+2), INR 2000/- per month for High School pass outs.
17.   For creation of self-employment and alleviation of unemployment, there will be ministry created in cabinet of central government which will dedicatedly focus on these issues and monitor progress on these issues form time to time.
18.   In the public and private sector companies of India, reservations in promotion will be provided as per the population. Categorization like A,B,C will be done at sub-caste level. For example, A will be backward sub-castes, B will be medium backward sub-castes and C will be most backward sub-castes.
19.   The above policy will be applicable to tribal population also. Categorization like A,B,C will be done at sub-castes level for Tribal. For example, A, will be backward Tribal sub-castes, b will be medium backward Tribal sub-castes, C will be most backward Tribal sub-castes.
20.   For categorization as above, OBC will be put into 4 categories and Reneke Commission recommendation will be implemented.
21.   In India, wherever NT/DNT people are living, Schools will be opened for students of those communities as per the requirement.
22.   There will be central working committee (“Reservation Working  Committee”) created for the implementation and monitoring of reservations.
23.   In constitutional organized social groups, within each group like SC, ST, OBC, Minorities and General category, different competitive exams will be conducted and merit list will be prepared for each group. Amongst them, best candidates will be selected and their merit list will be prepared. This will end the problem of filling of backlog.
24.   Creamy layer will be removed from all over India. This system will be removed from all places.
25.   All social groups in India will be categorized, like sub castes will be divided in two groups that is A and B, and the ratio of their partisanship will be 50:50. Rich and educated will be placed in A group and poor and educationally backward people will be placed in B group. This system will be applied to all the social groups like SC, ST, OBC and Minorities too.
26.   Constitutional committee will be formed to review the privatization system all over India, which will submit its report in Parliament within three months. On this report, a free and fair discussion will be done in parliament.
27.   For the discussion on development and upliftment of backward classes of India (SC, ST, OBC and Minority) separate time slot will be allocated for each group in every session of parliament, in which, discussions will be done on development of those specific group only.
28.   For the discussion on development and upliftment of backward classes of India (SC, ST, OBC and Minority) separate independent ministry will be formed, for which, every year around one lakh crore rupees provision will be earmarked.
29.   For the development of India and the development of people of India, two different concepts will be prepared and both the concepts will be developed equally. This will create development in country as well as in the people of this country.
30.   In our country, imbalanced development, like some states are well developed and some are less developed exists. This inequality will be sorted out and for the proper development of each state separate cabinet level ministry will be formed, which will work for the development of states as well as development of the people of that states.
31.   All over India, minimum 60 states and maximum 100 states will be formed. Keeping in mind the observation that smaller states develop faster, small states should be formed. This should drive faster development of the people of those states.
32.   Keeping in mind, the growing population in cities, new cities will be formed so that there won’t be any pressure of growing population over the cities. Another 250 cities will be built for this.
33.   For proper and overall development of India, and to encourage small administrative units, 1000 districts will be built.
34.   For the adequate development of all small villages, intensified development of 1 lakh villages will be taken up. Due to this, people from all the 6 lakh villages of the country will get all the facilities at one place at the same time.
35.   Almost 12 crore people of India live in slum areas. These slums will be demolished and new residential buildings will be constructed in its place. Each family will be given 600 sq. ft. area flat in these buildings which will have all the basic amenities.
36.   Strict labour laws will be made for the welfare of skilled and unskilled workers of India’s unorganized sector. These laws will be made so strong so as to enable better development of all the workers and labourers.
37.   Special industrial policies will be made for better industrialization which will help in the development of India from all sides.
Atrocities Prevention
38.   To stop the growing atrocities on the oppressed classes, laws will be created and enforced strongly so that neither any person nor any organization will ever dare commit any atrocity on backward classes (SC, ST, OBC, NT, VJNT and DNT).
39.   Atrocities protection Dal will be formed with the support of Self Help Groups. These Self Help Groups will be led by our people. To stop all the atrocities and for the protection of life and wealth, weapons also be allotted. For this, as needed, amendments in existing laws will be made.
Riots
40.   In India, if innocent people are put behind bars in the name of Riots, Terrorism or Naxalism, such people will be provided minimum compensation of INR 25 lakhs if found innocent due to lack of enough evidence. Also, the leadership in police, if found guilty of mischief due to  credible evidence, such police will be suspended from service and maximum punishment will be demanded for them in the respective courts.
Other national topics
41.   In India, proper land acquisition laws will be made which are favorable to farmers. Ownership of those lands which are taken from the farmers by the capitalists in the name of SEZ will be given back to the farmers. Those lands which are taken or occupied will be kept with the industrialists/capitalists, but profits coming from those lands will be shared with those farmers.
42.   RTE (Right to education) Act that will provide meritorious education will be made to pass again in parliament.
43.   RTI (Right to Education) law will be made more strong and it will also be passed once again in parliament.
44.   There are still some defects in Lokpal, which will be cleared. Lokayukt will be made in every state
45.   To end corruption, representative democracy will be brought, which will end the monopoly of Brahmins. Only by destroying corruption on upper level, lower level corruption can be destroyed.
46.   Along with doing work efficiently, doing work in set time limit will be expected from all the central and state government employees, local service organisations, private undertakings. Those employees who are found not doing job within time limit will be declared culprit and will be punished and fined accordingly.
47.   Every citizen of India will be brought under the Health insurance cover so that each and every poor person will get the best medical facility.
48.   Health, Education and Employment are the basic rights of every citizen and they should get this for free.
49.   All over India, work which is of basic services like health, cleanliness, education, inner and outer safety and of other basic needs will be under the control of central government. Also provisions will be made in constitution to prevent privatization of these in future.
50.   Funds allocated to the elected representatives of people for the work will be stopped in spite of the fact that they may be spending this for the welfare of the people only. Elected representatives will be expected to focus on their legislative and administrative work only. This will end the domination of MLAs and MPs.
51.   5th and 6th Schedule of the Constitution of India will be immediately enforced for the welfare of Schedule Tribes (ST)
52.   So many sewage cleaning workers die while working in sewage lines. Provisions will be made by the Central Government to allocate INR 1 crore to the family of this dead person. Government will have joint account with that family for this amount and monthly interest of that account will be paid to that family.
53.   Traditional Media, Print Media and Electronic Media which is found indulging in spreading superstations and black magic will be stripped off their licenses.
54.   Government will take needy steps to provide necessary training in Journalism and Media for SC/ST/OBC and Minority communities and proper encouragement will be provided to them.

55.   The recruitment in Indian Judiciary especially the judges of High Court and Supreme Court will be done through competitive exam just like exam conducted for recruitment of Civil Services. Quota will be provided in this for proper representation as per population.
